NATIONAL CLOSE CONTACT TRACING, MINISTRY OF HEALTH. APRIL 2020. When New Zealand moved to Alert Level 4 (lockdown); tracing those who had encountered COVID19 was a national government priority.

250 people were required to staff up the National Close Contact Service (‘NCCS’) based at Ministry of Health, Wellington. If COVID19 cases escalated, an estimated 1,000 people could be required to work in a nationwide, remote team for contact tracing.

Collaboration: Frog partnered with Capital Recruitment to develop and activate a rapid recruitment model to enable high volume recruitment, managing hundreds of applications daily. A project team compromising one point of contact for Ministry of Health and two teams of consultants (x4 in Wellington/x3 in Auckland + administration, was assembled.


Ultrafast: delivery was underpinned by a robust, thorough process verifying people, including references to meet daily provision of ‘ready to go people’ to fill shifts for the following day.


  • Elements created: attraction channels included: Social channels: Facebook, Instagram, LinkedIn, Twitter.

  • Search: using x2 proprietary data bases, SEEK Integrated Talent Search, referrals, job boards, LinkedIn, and networks.

Seamless: automated tools included on-line registration, system population, on-line referencing; telephone interviewing, SMS broadcasting, communication update system for transparency, payroll portal/automated timesheet confirmation.
