Contractor – Operational Policy / Funding Implementation
Wellington We are seeking an experienced operational policy contractor to help establish and deliver a new funding initiative from the ground up. This is a hands‑on role suited to someone who enjoys taking policy ideas and turning them into practical, working programmes. This contract is funded for 12 months from 1 July and offers flexibility around hours, with a strong focus on delivery, stakeholder engagement, and continuous improvement.
The Opportunity
In this role, you will play a key part in setting up and running a new funding mechanism. You’ll work closely with internal teams and external stakeholders to design funding agreements, establish expectations and KPIs, and put robust monitoring arrangements in place. You’ll also help assess what works well and where improvements can be made, contributing to the development of a repeatable, high‑quality operating model.
Key Responsibilities
- Support the establishment of a new funding programme from concept through to implementation
- Engage with a diverse range of stakeholders to shape funding arrangements
- Contribute to the development of funding agreements, KPIs, and performance expectations
- Put monitoring and reporting frameworks in place to track delivery and outcomes
- Work alongside procurement and contract specialists as required
- Review performance and provide recommendations to improve future iterations of the programme
About You
You will bring a strong operational policy background, with proven experience delivering programmes rather than only advising on them. Ideally, you will have worked on funding or grant arrangements previously and be comfortable operating in complex stakeholder environments. You will also demonstrate:
- Experience setting up or managing funding or contractual arrangements (e.g. with NGOs or external partners)
- Strong organisational skills with the ability to plan, execute, and deliver
- Confidence building and maintaining effective working relationships
- A practical, improvement‑focused mindset
- A collaborative and approachable style, with the ability to integrate quickly into a team
